What a pro does

The first question on a stopped drain is how far down the trouble sits, and the plumber answers it by watching which fixtures misbehave together. One slow lavatory is a local problem. A tub that fills when the washer empties is a main-line problem, and those two calls go completely differently. In a lot of Louisiana housing the drain lines run under a raised floor and then out through soft alluvial ground, and that ground moves. Silty river soil holds water, swells, then dries and settles, and a line laid in it decades ago rarely still sits at the grade it was set to. A belly in the pipe collects grease and grit until the flow stops. So the plumber usually pulls a cleanout cap first, gets a cable or a jetter into the line, and clears it. Then he'll often put a camera down the same pipe, because knowing whether he just cleared roots, a grease plug or a sagging section is the difference between a repair that lasts years and one that comes back next season.

Usually because the cable opened a hole through the blockage rather than cleaning the pipe wall, or because something structural is holding material back. A low spot in a line settled into soft ground refills on its own schedule no matter how well it was cleared.
They do, and water oak, willow and live oak all chase a joint that weeps. Roots find the seams in older clay and cast iron sections, then the fine strands catch paper and grease until the pipe closes off.
It's better not to. The liquid sits on top of a full blockage doing very little, and it turns the water in that pipe into something the plumber has to work in with his hands and face right above it. Tell him if any went down.
On most properties the line from the house out to the point of connection is yours, and the cleanout riser in the yard is part of it. Where responsibility hands over to the local water and sewer department varies by town, and the plumber can usually tell from the layout who owns the section that's blocked.
