An overflowing toilet is either a fixture problem or a drain problem, and the plumber can tell which within a couple of minutes. If the rest of the house drains normally, the trouble is in the toilet itself, and that's a matter of clearing the trapway with a closet auger or pulling the bowl to get at whatever's wedged in it. If other fixtures respond when this one flushes, the toilet is only where the main line is telling you it's blocked. That second case is what he'll chase outside. Older houses across the state often connect to the street through pipe laid in soft, wet ground that has shifted since it was put in, and a settled section will hold waste and eventually plug.
