What a pro does

A repair visit sorts the fixable from the finished quickly. Leaks at the connections, the relief valve or the drain fitting are parts work. A leak from the body of the tank means the steel has rusted through from the inside. There's no part for that. Between those, the plumber goes through the components in order: thermostats and elements on an electric unit, thermocouple, gas valve and venting on a gas one. Then he checks the install, because a lot of what shortens tank life around here isn't the appliance at all. Attic and closet installs are common in Louisiana houses with no basement, and those need a drain pan with a line running somewhere safe. Combustion air matters as well; a gas heater shut into a tight closet will nuisance-trip on a humid day when the air is heavy and the flue is lazy. Flushing sediment and checking the anode rod are the two maintenance items that decide how long the tank lasts, and on hard local water the anode does its work faster than most owners expect.

No. Where it leaks decides it. Fittings, the relief valve and the drain valve are all repairable. Water weeping from the shell itself is corrosion through the tank wall, and once that starts it only gets bigger.
It's a sacrificial metal rod inside the tank that corrodes in place of the steel around it. When it's used up the tank starts giving itself up instead, so checking it every few years is the cheapest thing you can do for the life of the heater.
Either the tank is genuinely over temperature or pressure, or the valve itself has failed. It can also mean the house has no way to absorb thermal expansion, which builds pressure every time the burner fires. Each of those has a different fix, so it wants testing rather than a new valve on a guess.
It can. Harder groundwater drops more mineral into the bottom of the tank, which insulates the burner and drives up run time. Regular flushing slows that down, though it never entirely stops it.
